Repairs shown in bold are qualifying repairs under the Tenants’ Right to Repair.
Tenants’ Right to Repair
The Right to Repair is part of the Citizen’s Charter scheme introduced in 1994. It gives you the right to have certain repairs done within set time limits. These are repairs which, if not carried out on time, could affect your health, safety and security. They are called qualifying repairs. We will send you a letter if your repair is a qualifying repair.
If we do not complete a qualifying repair within the time allowed, you have the right to instruct another approved contractor to do the work and bill A1 Housing. Also, you may be entitled to compensation.

Emergency same day - within 4 hours
- Gas leaks or loss of gas supply.
- Serious internal water leak.
- Loss of water supply.
- Dangerous electrics (electric shock, bare wires) or total loss of supply.
- Blocked drain (when backing up into property).
- Toilet not flushing (when no other toilet in the home).
- Unsafe electrical sockets or fittings.
- Blocked flue to open fire or boiler.
- Leaking roof (temporary repair).
- Broken balustrade or handrail.
- Loose brickwork or concrete, for example chimney, porch or wall.
- Property board-up.
- No lights on stairs or in toilet or bathroom.
Emergency - within 24 hours
- Minor water leaks that you cannot contain and that will cause damage, such as from a bath, toilet, water pipe or heating pipe.
- Heating (total or partial loss between 30th Sept. and 30th April).
- Blocked toilet (when no other toilet in the home).
- Immersion heater (when no other way of heating water is available).
- Make entry (recharge if key is lost).
- Broken inspection cover in footpath, driveway, or thoroughfare.
- Overflow running in winter or if gushing at any time.
- Cooker or refrigerator repairs where these items are provided.
- Make safe dangerous fencing.
- Unsafe paved area, eg tarmac or paving.
Urgent - within 3 days
- Partial loss of electrical supply.
- Blocked basin, sink or toilet (when another toilet in the home can be used).
- Broken/rotten wood floors or stairs.
- Door or window insecure.
- Total or partial heating loss (30th April to 30th Sept.).
- Faulty communal door.
- Faulty extractor fan in kitchen or bathroom.
- Stiff or seized tap or valve.
- Minor electrical repairs, for example a faulty power point or light switch.
- Rain penetration (external door or window).
Non-urgent - within 10 days
- Reglazing (if crime number provided).
- Leaking or damaged outside waste pipe or supply pipe.
- Renew water service, header tank, overflow pipe etc (to include follow-up emergency works).
- Investigate mould or damp.
- Minor heating repairs, for example, bleeding radiators or renewing a radiator or radiator valve.
- Immersion heater (when another water heating facility is available).
- Faulty shower (only when no other bathing facilities are available).
- Minor leak (waste pipe, radiator valve, tank cupboard, weeping stop valve, toilet flush pipe or soil joint).
- Loose wc pan or cistern.
- Repair or install television point or aerial (communal only).
Non-urgent - within 25 days
- Roof leak previously made safe.
- Damaged or leaking bath, basin, sink or toilet (possible recharge).
- Repair or renew gutter or rainwater pipe if causing damage or damp.
- Drainage repairs (follow up to emergency works).
- Electrical repairs or replacements (previously made safe).
- Repair or renew baths, basins, sinks and toilets.
- Repairs to windows, doors, floors and stairs where no safety risk.
- Loose door and window ironmongery (handles, hinges etc).
- Insecure garage door.
- Renew clothes posts.
Planned - within 13 weeks
- Replace or repair fencing (sensitive areas only).
- Cleaning and minor repairs to gutters.
- Replace large sections of walling (existing only).
- Repairs to paved areas.
- Repairs to communal areas.
- Renew solid or timber floor.
Capital programmes
Certain repairs reported by tenants or identified by our Technical Inspectors will not be carried out immediately, but will be placed in a programme of work.
Where the same, or similar, work is needed in several properties, these are put together in a separate programme of work. Much of this work is for whole new systems or fittings that conform to our agreed decent homes standard.
We ensure that we choose quality fittings and get value for money by buying the fittings together and programming the work to be done in a planned programme.
